Expressions of Interest are invited for a project in response to the ESF Future Peninsula 3 call

The Learning Partnership for Cornwall & IoS intends to submit a bid against the current Future Peninsula 3 call under priority axis 1.4 Inclusive Labour Markets/Active Inclusion – see call document available at www.cornwallislesofscillygrowthprogramme.org.uk/active-calls/4m-european-funding-future-peninsula-3-access-to-employment-project/

Based on our previous experience we believe that a neighbourhood communities delivery model will deliver the best results as well as allowing participating organisations to explore and test different ways of using partnership working to deliver benefits to participants.   This way of working will require tier 1 (Neighbourhood Co-ordinators) and tier 2 (Key delivery Partners) plus a range of providers from whom services will be spot purchased.  At this bidding stage we are seeking to secure all tier 1 Partners and some of the tier 2 Partners.  Although some match funding may be secured from Cornwall Council, applicants for these roles will need to demonstrate what bring match funding they can bring to the project.

Tier 1 Partners – Neighbourhood Co-ordinators for the following areas:

Bodmin/CPR/Falmouth/Penzance/St Austell

Interested organisations should contact Priscilla Samuel on 07792 065321 or pasamuel@cornwall-learning-partnership.org  to book in for an exploratory meeting on 29th or 30th July in Redruth.  Selected organisations will then need to work up a proposal by the 7th August and be able to submit full budget costings including staff positions, job descriptions and salaries, by 15th August.

Tier 2 Partner – Delivery in any of the areas mentioned above

We are particularly interested in hearing from organisations who have experience in working with those who have the greatest difficulty in finding and retaining employment.  Marginalised communities

Please email pasamuel@cornwall-learning-partnership.org outlining your basic offer by 26th July.

EU Growth Programme 2014 – 2020

The Cornwall and Isles of Scilly Growth  Programme is the European economic regeneration programme for the region.  Running from 2014-2020 it will contribute to the EU ambition to deliver smart, sustainable and inclusive growth.  The CIoS Growth programme is made up of two main funding streams, one of which is European Social Fund (ESF), which is about supporting people and is the fund into which the Learning Partnership has and will continue to bid.  It is worth £166m, which is 25% of the whole programme for CIoS. There will be a mixture of co-funded and open calls.

The co-funding organisations, this time called ‘Opt Ins’,  are The Big Lottery, DWP and the SFA.  The first calls have now gone out and the call timetable is shown here, although it should be noted that this is a working document which is constantly being revised, so is indicative only.

Attached are the Growth Prog Call Timetable Dec 2015 and the LEP Employment and Skills Strategy 2012-2020
